Introduction

The work of leaders and decision makers in local government is becoming increasingly dynamic and complex as a result of the general trend towards aligning public service functions with market forces, greater accountability and new and arising municipal management challenges including budget constraints, urban immigration and emigration, and the effects of climate change and other extraneous factors on municipal infrastructure and service delivery.

Learning outcomes

On successful completion of this course, you should have:

  • An increased understanding of how the Local Government Framework can and should align with South African Legislation
  • The ability to understand and apply the principles of the Municipal Finance Management Act, the Municipal Systems Act, the Organised Local Government Act and the Municipal Structures Act
  • Demonstrate an understanding of strategic planning and organisational development within the context of service delivery and municipal development
  • A better understanding of how local government policy making principles can be applied to ensure effective policy implementation
